Our History
1999
Company Foundation
Skat-Keskus was registered in Estonia as Osaühing SKAT-KESKUS. Vyacheslav Krylov was involved in the company from the beginning.
2004
ISO Certification
The company received its first ISO 9001 certification, strengthening its quality management system.
2009
Resilience During Market Contraction
During the 2008–2009 financial crisis, the Estonian construction sector contracted sharply, with total construction production declining by approximately 37% from the 2007 level. Under Nikolai Krylov’s crisis management, Skat-Keskus continued operating through this difficult period, stabilised its activities and preserved its technical capacity.
2013
Technical Permits and Regulated Activities
The company expanded its regulated technical capabilities, including electrical works, engineering design, and F-gas-related refrigeration, air-conditioning and heat-pump activities.
2013 – 2019
Auvere Power Plant Project
Skat-Keskus participated in works related to the Auvere Power Plant, one of Estonia’s largest industrial and energy-sector investments at the time. For Skat-Keskus, it became one of the company’s largest one-off turnkey industrial HVAC projects.
2017 – 2018
Nuclear Project and Cross Border
The company established its Finnish registration and tax presence, supporting cross-border project delivery. This period also marked Skat-Keskus’ entry into the Finnish nuclear-energy field in the North Ostrobothnia region.
2017
Family Ownership Consolidation
Skat-Keskus became fully family-owned after the buyout of external shareholders. Ownership was consolidated within the Krylov family.
2019
Change of Management Model and New Growth Stage
Skat-Keskus moved away from a hired-management model and returned to direct owner-led management. This helped restore financial discipline, simplify decision-making and prepare the company for larger industrial projects.
2021
Welding Procedure Qualification Development
Skat-Keskus developed its welding compliance through welding procedure qualification and verification of welded seams according to EN ISO 15614.
2022
Transformation from OÜ to AS
The company was transformed from Osaühing SKAT-KESKUS into AS SKAT-KESKUS. Legally, this meant moving from a private limited company to a joint-stock company structure, with shares, a Supervisory Board, stronger governance and a more formal corporate model.

Supervisory Board Formation
The Supervisory Board was formed with Aleksandr Krylov, Anna Šustova and Marina Tjantova.
2023
Enefit Oil Refractory Project
Skat-Keskus continued its work in the energy sector through the Enefit Oil refractory project, connected with one of Estonia’s largest energy-industry investments after Auvere.
2025
Certification Expansion
The company renewed its ISO 9001 quality and ISO 14001 environmental management certifications. In 2026, the certification scope was also expanded with EN 1090 and EN ISO 3834, strengthening the company’s capacity in structural steel execution and welding quality management.

HEL Data Centre Projects
Skat-Keskus expanded its international experience through HEL data centre projects in Finland, supporting technical construction, engineering and delivery for large-scale data centre infrastructure.
2026
Maintenance Digitalisation and Separate Entity Development
The process is developing towards a separate dedicated maintenance entity with its own management model, clearer service focus and digital tools for planning, reporting and customer support.
This experience allows us to approach each project practically: understand the site, coordinate the work clearly, support the customer during implementation and continue providing assistance after completion.
